FlopFlex v2 introduces category-split rate bands. GA sets separate floor/ceiling for COMPUTE_AI and COMPUTE_GPU per country. SAs set active spot rate within GA-approved bands. Capacity Reservation Fees: $75/slot COMPUTE_AI vs $50/slot COMPUTE_GPU.
